General Overview


The University of Connecticut’s Fire Marshal and Building Inspector’s Office (FMBIO) was established in 2005 within the Division of University Safety. The office is responsible for code compliance for buildings and construction projects on all university owned property, statewide, which are not under the jurisdiction of other Connecticut agencies. The office also provides public fire safety education and planning assistance. Through the Life Safety Systems program, coordination and maintenance of critical life safety systems in University owned buildings is provided.

Mission Statement


The University of Connecticut Fire Marshal and Building Inspector’s Office supports a safe and healthy environment for employees, students, associates, and visitors to work, study, live, and visit all University of Connecticut owned properties. The office provides regular inspection, incident investigation, construction permitting, and consultation on matters relevant to design, construction, renovation, maintenance, and use of structures, systems, and related assets. The office also provides public fire safety education and planning assistance. Through the Life Safety Systems program, coordination and maintenance of critical life safety systems in University owned buildings is provided. The University of Connecticut Fire Marshal and Building Inspector’s Office accomplishes this mission through pursuit of the following goals:

  • Impartial enforcement of the regulations and policies of the State of Connecticut and the University of Connecticut
  • Collaboration with all university departments to promote and support the collective missions of these entities
  • Promulgation and promotion of policies for safe and efficient future construction
  • Enhancement of outreach and public education opportunities
  • Support of staff resources through professional development to enhance recruitment and retention
  • Benchmarking of peer institutions and industry best practices

The UConn Fire Marshal Overview


The Fire Marshal component of the University of Connecticut Fire Marshal and Building Inspector’s Office is responsible for fire code compliance, plan review and field inspection, fire investigations, fireworks and special effects, blasting code, fire prevention and public education for all University of Connecticut campuses.

Ongoing Safety Inspection


Fire code enforcement is one of the major responsibilities of the Fire Marshal’s Office. State Statute requires each occupancy (other than one- and two-family dwellings) to be inspected on an ongoing basis for compliance.

The UConn Building Inspector


Any construction or alteration, including change of use/occupancy to any building or structure will require a permit. Initiation of this permit process will automatically include the Fire Marshal and Life Safety Processes.

Life Safety Systems Overview


Planning and service coordination for all Life Safety Systems in university owned and occupied buildings, with the exception of the UConn Health Center Property in Farmington, CT, is provided by this office.
